Federico Merola

CEO – CV

He boasts more than 29 years of experience investing in infrastructure and real estate, both nationally and internationally, as well as in structuring companies and mutual investment funds concerning these sectors. Current positions include: Chief Executive Officer of Arpinge since 2013; General Director of Arpinge since 2022; Independent Member of Replica SIM SpA; Member of the Assonime Council and Member of the Management of Astrid. Past institutional positions include: Independent Member and Chairman of the Risk Committee of SACE Spa, General Director of ANCE, Senior Partner of F2i SGR, Member of Invimit SGR (MEF), BNP Paribas Reim SGR and Geoweb (Sogei), Director of FIMIT SGR and Head of Structuring of Project Finance Big Operations in MCC and Schroeders. He has been a Professor of International Finance at the Luiss University since 2016. He has written articles, papers and publications with Edizioni Sole 24 Ore, Franco Angeli, Il Mulino, LUISS University Press and other publishing houses on project financing, investment in infrastructure, pension funds, institutional investors and credit system, with a special focus on financial innovation for real economy. He is a member of the Italian national council of chartered accountants of Rome and a registered auditor.

Francesco Tomaiuolo

ESG Manager – CV

In Arpinge since September 2022 with the role of ESG Manager. Previously, he held the role of Group Sustainability Manager at Webuild SpA, the leading Italian and one of the leading international operators in the large complex infrastructure sector. For over 15 years he has been involved in sustainability and corporate responsibility, ranging from strategic planning to the implementation of ESG risk management, monitoring and reporting systems. In his career, he has also overseen numerous projects on sustainable finance, climate change, human rights and stakeholder engagement.

Valeria Beleniuc

ESG Specialist – CV

Joined Arpinge in September 2025 as ESG Specialist. Previously gained experience as Global Sustainability Expert at Sidel SpA, where he managed the group’s non-financial reporting in accordance with CSRD and CSDDD requirements, coordinated the Double Materiality Assessment process and identified IROs in collaboration with the Risk Assessment department. He also developed and implemented ESG Stakeholder Engagement processes, preparing analysis materials and identifying strategic environmental and social areas for the evolution of the group’s strategy.

In Arpinge since September 2015 in the role of Senior Partner. Prior to joining Arpinge, he held the position of Development Manager at Hines as responsible for the development of the Porta Nuova Garibaldi project, one of Hines’ largest development projects in Europe.

Alessandro Labellarte

In the Arpinge Group since March 2017 in the role of Project Manager (since May 2023 in the Parkinge subholding in which he has held the role of CEO Parking & Mobility Sector since 2019). Financial skills in addition to long-standing experience in the operational management of parking infrastructure. Over 25 years of experience in the concession sector and in the evaluation of infrastructure investments, in particular motorways, car parks and public transport, in Italy and abroad. As part of the Saba Group, Europe’s leading car park operator, he has held various positions in its subsidiary or associated companies. He also has several articles and papers on Public-Private Partnerships to his credit. Since June 2024 he has been Vice President of Aipark (Italian Association of Parking and Mobility Operators). He was President of AIPARK from October 2022 until June 2024.

Alessandro Iacoucci
